摘　　要：牧区生态环境脆弱,经济发展相对落后,民生问题和生态问题非常突出。为实现牧区水利发展对改善民生与草原生态保护的"双赢",通过梳理牧区水利发展与牧区生态保护之间的关系,探讨新时期牧区水利发展与生态保护的新思路,以期为牧区水利发展、民生改善、生态修复提供有效支撑。Being ecologically vulnerable and less-developed region, Pasturing area has encountered serious issues related to environment and people＇s wellbeing. In order to realize win-win of improving people＇s wellbeing and ecological protection, new thoughts of water development and ecological protection in pasturing areas in the new age are discussed, so as to provide a technical base for ecological recovery.
