摘  要:通过分析我国排污权交易制度的现状,提出由省级政府以单位土地面积向次一级政府分配排污权初始指标,再由次一级政府实施人均分配排污权的制度设想,由此构建一个拉格朗日函数,得到一个单位排污量的影子价格。分析论证了影子价格不仅是政府主管部门在排污权市场中协调、平衡各方主体的均衡价格,同时也是企业在排污权市场中实现排污权有偿转让或增加购买时必须考虑的主要因素。通过对这一分配模式进行可行性分析和探讨,结果发现:这一制度安排,不仅能促进地方经济增长与环境保护协调发展,也能降低制度运行与监管成本,提高制度效率,促进地方资源的优化配置。By analysing the current situation about the system of the pollution discharge right trading in China,the article proposes the assumption about the system,in which the provincial government distributes the initial indicators of the pollution discharge rights to secondary government by unit land area and then secondary government implements per capita allocation of pollution discharge right. Thus a Lagrange function is set up to get the shadow price for a unit in discharge quantity. In our analysing and demonstrating,the shadow price is not only the equilibrium price,by which the government departments coordinate and balance main parties in the pollution discharge market,but also is the main factor that enterprises must take into account in the process of realizing the paid pollution discharge right or increasing purchase in the pollution discharge right market. The results show that this system can not only promote the development of local economic growth and environmental protection,but also reduce the supervision cost and improve the system efficiency and promote the optimal allocation of local resources by analysing and discussing the feasibility of this distribution pattern.
