政府3.0与治理变革:韩国的经验及其对中国的启示

摘　　要：新一轮信息技术浪潮的兴起提出了政府治理转型的要求。为应对信息技术发展所带来的治理挑战,韩国提出了以信息数据公开为核心的政府3.0计划。韩国政府3.0包括透明型政府、能力型政府与服务型政府三大战略,公共资源管理、公共服务改善和政府公信力建设三项核心内容。但在实施过程中,也面临概念不清、信息数据质量与安全、电子参与和电子民主、技术主义倾向等问题。在总结与借鉴韩国政府经验的基础上,中国须构建面向社会生态系统的新型电子治理体系,并系统性地构建包括战略体系、制度体系、环境体系与支持体系在内的政策框架,以提升政府治理能力与推动治理转型。The rise of a new wave of information technology puts forward the requirement of the transformation of governance. In order to adapt to the government transformation,South Korea has introduced the Government 3. 0 plan which takes open information data as the core. It includes three strategies of transparent government,competent government and service- oriented government,and three core components of managing public resources,improving public service,and enhancing civil service integrity. In carrying out the plan,however,South Korea faces some problems,such as ambiguity of concept,unsatisfactory quality and safety of information data,electronic participation and electronic democracy,and technical doctrine. On the basis of summarizing and referencing Korean experiences,a new e- governance system should be formulated and a policy framework with scientific strategy,sound institution,open environment and solid support should be constructed,so as to improve governance ability and advance governance transformation in China.
