摘 要:就现有文献来看,孔子首次明确提出了"无为而治"的思想。与老子的"绝仁弃义"而"复归于朴"的"自然"之"无为"不同,孔子"无为而治"的中心意趣在于为政者以其德化人,因而是"德化"的"无为"。人所皆具的德性之"仁"是孔子"无为而治"思想的人性基础和内在根据。正己化人和举贤任能是达于"无为而治"的现实路径。德是为政之基、惟有德者方可执政是孔子"无为而治"启示给后人的重要政治思想遗产。According to the existing literature, Confucius is the first to put forward "Govern without Intervention" explicitly. It is different with Laozi' s "Nonintervention" by "Giving up Kindheartedness and Justice" and "Returning to the Nature". The main idea of Confucius' "Govern without Intervention" is that the leader may "Influence People by Virtue". Therefore, his "Nonintervention" is with "Moralization". The "Benevolence" is the humanity base and the inner ground of Confucius' "Govern without Intervention". "Influencing People by Virtue" and "Elect Talents by Their Merit" are the realistic ways to realize "Govern without Intervention". It is a legacy of thought by inspiring later generations to administrate with morals.
