陕西高校图书馆向社会开放的问题与对策

摘　　要：利用图书馆网页,从开放数量、读者服务、管理制度、证件办理、入馆条件等五个方面,对陕西省63所高校图书馆向社会开放情况进行调查,结果发现存在数量较少、限定较多、称谓不一、管理不善、模式单一等方面的不足。因此,宏观上国家和地方政府应加强法律法规建设、给予财政支持,引领高校图书馆向社会开放;微观上高校图书馆应转变管理理念和服务意识、完善管理制度、加强资源整合、创新服务模式、丰富服务内容、加大宣传力度、灵活多变地向社会服务。An investigation is made in 63 Shaanxi university libraries concerning opening to public in terms of the library web pages from five aspects： the number of open data, the service for readers, themanagement system, the document handling, access to the library. It is found that there are manyinsufficiencies, for example, limited open number, hard restrictions, varied appellation, poor management,unitary pattern. So, in macro our state and local government should strengthen the construction of laws andregulations, give more financial support, lead universitylibraries should changelibraryto open to the public; in micro universitythe concept of management and service consciousness, perfect the managementsystem, strengthen the resources conformity, innovate service patterns, enrich the service content, increasethe propaganda, flexible service to the public and so on.
