金沙江水库移民后期扶持与脱贫致富思路的研究——基于向家坝、溪洛渡移民后期扶持的调查

摘　　要：金沙江向家坝、溪洛渡两站建设涉及云南、四川近19万移民的搬迁安置任务已基本完成。为落实后期扶持"稳得住能致富"的目标,通过走访两省多个移民安置点,对后扶发展中存在贫困面大,劳动力转移问题多,产业支撑、可持续生计问题突出等,研究了金沙江水电站后扶发展规划思路:1结合西部大开发,统筹协调进行总体规划;2围绕移民区和库区的发展、基础设施建设和移民可持续生计的目标进行规划;3拓宽移民经济发展和脱贫致富的路径。结合两省实际,提出了具体实施建议,旨在有效促进库区经济社会发展。The relocation task for about 190 thousand immigrants due to Xiangjiaba and Xiluodu Hydropower Station construction in Yunnan and Sichuan Province has been basically completed.In order to realize the ＂ steady live and get rich＂ target in post support work,a slew of immigration problems such as large poor area,many problems in labor transfer,lack of industrial support and troubles in sustainable livelihood are analyzed through visiting a number of immigrant settlements.And the post support and development plan for cascade hydropower station on Jinsha River are studied,namely,the overall planning combined with the Great Western Development,planning aiming at the goals of reservoir area development,infrastructure construction and sustainable livelihoods,expanding the ways of.immigrant economic development and poverty alleviation.By the combination of the practical conditions in the 2 provinces,the concrete implementation suggestions are put forward to promote the economic development in the reservoirs area.
