政府扶持对民办养老机构的积极影响

摘　　要：运用柯布-道格拉斯生产函数建立相应的模型,探究政府扶持对民办养老机构发展的影响。根据模型的求解结果发现,一方面,政府通过为民办养老机构输送高素质的护理人员可以提高护理人员的单位产出;另一方面,政府通过财政补贴缓解了民办养老机构的生存压力,为其与公办养老机构公平竞争提供了条件。政府通过采取上述措施,可以提高民办养老机构的服务数量及其质量。这些发现可以为政府逐步改善民办养老机构发展环境,构建更为完善的养老服务体系提供可供借鉴的启示与可靠的政策依据。Using cobb- Douglas production function to establish a corresponding model,this paper discusses the effect of government support on senior care institutions. Result demonstrates that high- quality nursing staff aided by government can improve their working efficiency and the fiscal subsidies granted by government can relieve the pressure of the institutions,which have provided them prerequisite to compete with state- run institutions. The above measures taken by our government can better the quality and the quantity of senior care service in the institutions. The study aims to help our government ameliorate the condition of the senior care institutions and provide references and reliable policy- related support for the institutions to construct better senior care service system.
