节能减排视域下的西藏电能替代战略困境及对策

摘　　要：近些年,随着环境污染的加剧,以煤炭为主导的能源消费结构和高耗能、高排放的产业发展结构急需转型,以电代油、以电代薪、以电代煤的新型能源消费模式,不仅有利于推动节能减排,降低单位经济能耗,还能提升和改善西藏经济与生态环境的质量。电能替代战略是西藏自治区整个能源行业面临的共同任务,需要西藏自治区各级政府及相关部门、企事业单位、公民个体的共同参与,加强电能替代战略的执行,获取社会舆论支持,推动西藏自治区的绿色电能替代战略,有利于建设美丽西藏的目标。In recent years,the increasing environmental pollution has led to the urgent structural transformation of coal- dominated energy consumption,high energy consumption and high emission industries. The new energy consumption pattern that electricity replaces oil,firewood and coal can help promote energy conservation,reduce production cost,enhance and improve the quality of economic and ecological environment in Tibet. It is stated that the use of alternative energy is the task that the entire energy industry in Tibet Autonomous Region must undertake,which requires the participation of the government sectors at all levels and related sectors,enterprises,institutions and all citizens in Tibet. To achieve the goal of building a beautiful Tibet,Tibet should further implement energy substitution strategy,gain the support of the public,and promote the replacement of green energy for traditional fossil energy.
