摘　　要：通过近年档案综合管理与信息化建设的探索和实践,围绕新的历史条件下构建胜任档案部门立卷和信息化建设的档案管理网络队伍,提出要做到"四个务必",即务必构建档案管理网络队伍建设的制度保障体系、提高立卷督导能力、夯实信息化基础、实现服务的转型升级。Based on the exploration and practice of archives integrated management and information construction in recent years, surrounding how to build archives management network team that can be competent in department filing and information construction under the new historical conditions, we propose to achieve the ＂Four Musts＂--must build the institution guarantee system of the archives management network team, must improve the supervising ability of filing, must consolidate the foundation of informatization, and must achieve the transformation and upgrading of service.
