摘　　要：在晚清洋务派掀起的洋务新政中,言官的态度冷漠。作为保守势力阵营中的代表,言官在整饬纲纪的旗号下,对洋务运动提出批评甚至否定。他们故步自封,老调重弹,认为中国传统的封建治术才是治国根本。In the late Qing Dynasty, the supervisors kept an indifferent attitude during the Westernization Movement initiated by the westernization group. As the representatives of conservative forces, they criticized the Westernization Movement or even negated it under the banner of reorganizing the institution. The supervisors were stuffy and platitudinous. In their opinion, Chinese traditional feudal governing is the fundamental of administering a country.
