对部分二级医院开展医养结合的思考

摘　　要：基于当前"医养分离"的现实状态,通过文献研究的方法探讨了我国部分二级医院开展"医养结合"养老服务,作为一种机构养老在应对积极老龄化、健康老龄化,满足养老及医疗需求中的必要性及可行性。结合当前我国社会养老形势,分析了部分二级医院在开展"医养结合"养老服务过程中在观念、制度、管理及组织等层面所存在的问题和困难,并尝试从转变传统养老理念、提高保障水平、改善供需状况、完善制度管理和加强医养人才培养建设等方面提出了相应的对策建议。Based on the status of the current ＂medical-nursing separation＂ service model, through literature review, thispaper discussed the necessity and feasibility of implementing medical-nursing combined pension services in the second-class hospitals as a way of dealing with active ageing and healthy ageing, as well as meeting support and medical demands of old people. Considering current situation of social provision for the elderly in China, some existing problems and difficulties in the process of developing medical-nursing combined pension services in the second-class hospitals were analyzed from the aspects of concept, system and organization. Finally, corresponding countermeasures were proposed, including changing the concept of pension, improving supply-demand situation, completing systematic management and strengthening talent construction.
