摘　　要：根据《国务院关于改进加强中央财政科研项目和资金管理的若干意见》的重要精神,结合我国农业科技管理政策研究和管理实践,分析新形势下农业科研院所科研管理面临的问题,探讨加强农业科技体制改革和机制创新的对策与措施,以期促进农业科研院所管理工作健康有序的发展,进一步推进我国农业经济和社会发展。According to the important spirit of ＂ The State Council on the Improvement of Some Suggestions to Strengthen the Central Government Research Fund Management＂,problems in scientific management of agricultural scientific research institutions were analyzed under new situation by combing with the policy research and management practice of agricultural science and technology in recent years. Countermeasures were discussed to strengthen the agricultural science and technology system reform and mechanism innovation,aiming at promoting the healthy and orderly development of the management of agricultural scientific research institutions,and further promoting the agricultural economic and social development in China.
