大数据时代社会舆情监测及科学引导

摘　　要：技术进步改变社会治理面貌,大数据时代,信息技术进步为舆情引导提供支撑。社会舆情是社会公众对"热点"问题的反映,呈现渠道多、数量大、碎片化等时代特征。社会舆情有传播者、媒介、舆情和受体四个要素,传播机理包括触发阶段、集聚阶段、传播阶段、表达阶段、碰撞阶段、引导阶段。大数据时代舆情监测预警体系结构包括数据采集、数据预处理、数据存储、智能分析、热点挖掘和舆情预警六部分。目前,舆情引导存在信息不全面、不真实,正面引导不够、反映迟缓,处置技术手段落后,研判能力较弱等问题。建议采取整合信息系统,引导网民理性表达,提高数据挖掘质量,全面及时监控信息,提高预警智能化水平等措施,提高舆情引导能力。Technological advances is changing the face of social governance in the era of big data.The information technology advances is supporting the guidance of public opinions as well.Public opinions are the attitudes that public reflects on ＂ hot＂ issues,showing the times characteristics,such as a variety of channels,large quantities and fragmentation.It has four elements：disseminator,media,public opinion and recipient.The propagation mechanism includes 6 stages：trigger,gathering,dissemination,expression,collision and guidance.In big data era,public opinion monitoring and early warning system includes six parts：data collection,data preprocessing,data storage,intelligent analysis,hotspots capturing,and public opinions warning.At present,there are some problems in public opinions guidance,such as information one-sided or distorted,insufficient positive guidance,slow response,backward disposal technology,weak ability of analyzing problems,and so on.It is proposed to integrate information system to guide the rational expression of users,improve the quality of data mining,monitor information comprehensively and timely,promote the level of intelligent warning,and increase public opinions guidance ability.
