城镇化质量评价指标体系的构建和应用——以北京市为例

摘　　要：改革开放以来,我国的城镇化建设取得了举世瞩目的成效,城镇化率不断提升,城镇居民的生活水平也得到了显著改善。与此同时,我国还处于城镇化的快速发展期,城镇化建设还存在地区不均衡、不完全性和经济导向等问题,很容易陷入"中等收入陷阱"。因此,在城镇化建设的过程中,需要进一步凸显"质量"的重要性,构建城镇化质量评价质量体系,开展及时准确的评价。城镇化质量评价指标体系的构建需要紧紧围绕城镇化的含义,要考虑评价方法、评价理论、评价原则、评价维度、评价指标、评价权重等方面的内容。研究发现,北京市城镇化质量的整体水平较高,并在不断地发展和完善,然而,北京市在城镇化质量的不同评价维度上的差异较为显著。Since the reform and opening up ,the achievements of our country’s urbanization have attracted worldwide attention . The urbanization rate keeps rising ,and urban residents’ living conditions have been improved significantly ,too .At the same time ,China is still in the rapid development period of urbanization .Many problems appear in the progress of urbanization , such as regional imbalance ,incompleteness ,and economic orientation ,etc .It is easy to fall into the middle‐income trap . Therefore , we need to further highlight the importance of quality , construct the evaluation system of urbanization quality , and carry out evaluation timely and accurately during the process of urbanization .T he construction of urbanization quality evaluation index system need focus on the meaning of urbanization , taking the evaluation methods , evaluation theory ,evaluation principles ,evaluation dimensions ,evaluation indicators ,evaluation of weight and other aspects of evaluation into consideration .Study shows that the overall level of urbanization in Beijing is high , w hich is in the continuous development and improvement . However ,there are significant differences in the evaluation dimensions of urbanization quality in Beijing .
