我国内陆沿边开发开放地区战略环评探析

摘　　要：随着"一带一路"战略构想的提出,建设内陆沿边重点开发开放试验区已经成为国家完善沿边开放战略格局的重要部署。面对沿边地区良好的生态环境资源与亟须发展的社会经济,战略环评需要协调好开发开放机遇与生态环境优先的关系。通过分析沿边地区在发展定位、地理位置、产业现状和生态环境等方面的特殊性,提出沿边地区开发开放战略环评的基本思路和评价重点。Under the context of＂the Belt and Road Initiative＂,inland border development experimental zones are playing an important role in improving the strategy of opening-up border areas in China. To obtain the balance between the upcoming rapid economic development and environmental protection,more attentions should be paid to the ecological civilization construction in the policy-making process in these regions. Based on the particularity analysis of development orientation, geographic location, industrial situation and ecological environment,the basic framework and assessment focus for strategic environmental assessment in these inland border zones in China were put forward in this paper.
