新环保法视角下的环评发展建议

摘　　要：结合目前环评工作中存在的问题,对比2015年1月开始实施的新环保法和1989年颁布实施的旧环保法,筛选出新环保法中与环评密切相关的修订内容,针对新环保法提出的执行环境保护规划、严格执行污染物排放要求、强化环境风险预防与防范、量化环境经济损益等要求,提出深入推进规划环评、充分利用环境司法机制、加强环境保护信息化建设等新环保法视角下促进环评发展的建议。By analyzing the existing problems in the current environmental impact assessment,and comparing the new environmental protection law implemented in January 2015 with the old one promulgated in 1989,this paper screens the revised content that is closely related to environmental impact assessment in the new environmental protection law. In light of the new requirements for further implementing the environmental protection planning,implementing requirements for pollutants discharge,strengthening prevention and precaution on environmental risk,and quantifying the environmental economic profits and losses,such suggestions are put forward to improve the development of environmental impact assessment as further promoting the plan environmental assessment,making full use of environmental justice mechanism,and strengthening the information technology on environmental protection.
