摘　　要：人才资源匮乏是制约河北发展问题的重中之重。人才资源流失严重、人才结构不尽合理、人才资源配置效率低是当前河北省人才资源存在的主要问题。个人、单位和社会是影响河北省人才流动的主要因素。河北省必须紧紧抓住京津冀协同发展战略,以具有较强针对性的政策、制度和发展模式,吸引人才回流河北。The lack of talent resource is the most important factor in the development of Hebei. The brain drain is serious; the talent structure is not reasonable; the talent resources allocation efficiency is the main problem of Hebei province. Individuals, units and society are the main factors that affect the flow of talents in Hebei province. Hebei province must grasp the Beijing-Tianjin-Hebei coordina- ted development strategy, with a strong targeted policy, system and development model, attract tal- ented people to return to Hebei.
