摘　　要：大学战略规划,从大学治理理念来看,它具备共同治理的基本特征,是一种具有高等教育管理革命意义的应对大学内外多元利益冲突的共同治理策略;从大学治理实践来看,它是一所大学内外利益相关者共同参与、互动协商、共同决策战略规划体系,自主或合作执行战略目标,共享大学发展利益的共同治理过程。而就我国大学治理而言,大学战略规划具有引领治理改革的实践意义,有助于提高大学内外利益相关者参与大学治理的意识,促进大学治理主体多元化;有助于提高大学治理能力;有助于完善我国大学治理结构。From the perspective of the concept of university governance,university strategic planning conforms to the basic characteristics of shared governance,it is a kind of governance strategy which has the revolutionary significance of higher education management to deal with the multiple interests＇ conflict. From the perspective of the practice of university governance,it is a joint participation,interactive consultation,joint strategic planning system,independent and cooperative implementation of strategic objectives,sharing governance process of university development interests. Furthermore,on the university governance in our country,the university＇s strategic planning could guide the reform of university governance,help to improve the awareness of the participation of stakeholders in both internal and external stakeholders,promote the diversification of university governance;it could help to improve the governance of the university;it is helpful to improve the governance structure of university.
