基于产出均衡性模型的河南省区域发展态势与协同路径研究

摘　　要：区域经济发展是由不均衡到相对均衡,再到新的不平衡,循环往复、不断提升的过程.通过对区域产出均衡性模型的理论分析,并结合河南省经济产出与资源流动的实际进行研究,表明河南省正处于由不均衡向相对均衡发展的过渡阶段;通过选取描述区域综合发展特征的经济发展与效益、社会与科教、居民生活质量、环境与基础设施等4个方面的19个指标,运用主成分分析方法对河南省109个县(市)综合评价,并采用最优分割法将所有县(市)划分为5个发展类型,表明区域发展差异依然存在,发展水平呈现由郑汴都市区向外围依次降低的整体趋势.根据以上分析,结合"一带一路"背景下河南省发展面临的机遇和问题,河南省应以郑汴都市区为增长极,逐步向核心层、紧密层、辐射层梯度推进,加强省内资源要素整合与整体发展水平提升,按照"米"字形架构渐次向外联系中原经济区其他区域,以及"一带一路"沿线地区,实行省内外人才、资源、经济、文化等全方位的合作开放,逐步形成"东联西进、贯通全球、构建枢纽"的发展新格局.During the process of regional economic development, it always goes through unbalance to balance and repeats it again. According to the analysis of regional equilibrium model theory, as well as the economic output and resource flow in Henan, it indicates that Henan is on the transportation process from unbalance to balance development. It selects 19 indicators of four different aspects including characteristics of integrated development of regional economic development and benefit, society and science, people life quality, environment and infrastructure etc. to describe the economic development of Henan. In addition, using the principal component analysis method 109 counties and cities in Henan have been comprehensively evaluated. It also uses the optimal segmentation method to divide countries into five types of development to analyze country in Henan. The result shows that the difference of regional development still exists. The development level reduces from Zhengzhou and Kaifeng areas to the periphery. Henan should concentrate on Zhengzhou and Kaifeng region economic areas, gradually develop the regional economies from the core layer to the radiation layer, and strengthen the integration of resources in the province and the overall development level of ascension. According to the anaiysis above, combined with the background of ＂One Belt and One Road＂（＂B＆R＂） there are opportunities and problems faced by Henan province. In accordance with the Mi-zi type architecture, Henan province should develop the economy from central plains economic zone to the other zones, and prioritize the development of the ＂One Belt and One Road＂（＂B＆R＂） area, to realize the provincial cooperation and opening of the talents, resources, economic, cultural and other comprehensive cooperations.
