摘 要:从筹资的角度分析制约我国地方政府向流动人口均等化供给基本公共卫生服务的原因,总结国外流动人口基本公共卫生服务筹资的经验,提出筹资机制改革建议。研究结果表明:我国现行的以常住人口为基数核定和安排基本公共卫生服务筹资责任的政策安排,给地方政府回避流动人口基本公共卫生服务的供给责任提供了制度空间,导致了流动人口公共卫生服务筹资"两头落空"的现象,影响了服务供给的均等化水平。我国须进一步强化中央政府的投入责任,保证流动人口基本公共卫生服务筹资的总体充足性,同时完善转移支付制度,增加对人口流入地的基本公共卫生服务经费补助金额,从而填补短期流动人口筹资政策的空白。From the financing perspective,this paper analyzed the reasons of restricting China's local governments to supply basic public health services equally for the migrant population,summarized immigrant local governments' experience of financing the basic public health services for the migrant population,and put forward suggestions for reform. The result indicated that the amount of subsidy for basic public health service is determined by the number of resident population,which provides a possibility for local government to avoid the responsibility of supplying basic public health services,and the result may be that the migrant population cannot obtain the subsidy from both the place of registration and the place of settling. So,our government should further optimize the responsibility distribution between the central government and local governments by increasing the subsidy from central government. Meanwhile we should increase the subsidy for short-termed migrant population by optimizing the transfer payment system,and then the gaps in financing policy for short-termed migrant population may be filled.
