网络政治研究的转向与大学智库作为

摘　　要：复杂现代性发展情势下的网络政治研究,有鲜明的二重性,即主体性与场域性。前者从本体论意义出发,视网络政治为通过交互方式以寻求生存发展的政治形态;后者从方法论角度把网络当作一种研究社会的特殊方法,即网络政治是社会力量互动博弈的场域政治。这种二重性交融且向后者位移的研究转向态势,表现为从简单的载体铺陈向立体化的过程逻辑解释的整体转变。这样,诸如在场与缺场、解构与建构、生产与传播、政治资源与社会资本、生态系与社会熵以及有效性与合法性等十大问题,网络政治研究的历时性命题便被逐步压缩为共时性表达的复杂题域。因此,回答网络政治的逻辑,便成为公共政策研究应瞄准的焦点——为公民政治发展导向下的本体性焦虑寻解。在快速转型的网络政治语境中,作为"智库娇子"的大学智库发展,需要深度把握经济社会发展新常态和理解性地切入国家治理现代化进程,在对策建言、战略引领、思想创建、秩序建构等层次上,进阶式地契入到满足大国民生、风险社会、协同创新等内生新需求的智识系统之中,担当好、担当巧"保存制度的祭司"和"发展制度的祭司"。以此,走出单纯应景性与纯专业碎片化的大学智库,或将成为营造和完善中国政策市场(尤其是政策分析市场)的关键性"撬动"变量。The study of cyber politics under the complex modernity has two distinguishing features： subjectivity and field. From the view of subjectivity, cyber politics is a kind of political form that seeks to survive and develop through interactive activities. From the perspective of methodology, researchers take the cyber world as a special method to study the real society, which means that cyber politics serves as the field where different social powers gamble each other. These two features affect mutually but the focus of study is leaning toward the latter, which could be easily taken as a whole transfer of the study from the simple elaboration of subjects to a multi-dimensional logic interpretation. So, the ten major problems such as the ins and the outs of the field, deconstruction and reconstruction, production and distribution, political resource and social capital, ecosystem and social entropy, effectiveness and legitimacy, as well as the diachronism of the study itself, can be gradually reduced to the synchronic expression of complex fields. Therefore, the logic of the cyber politics should be the focus of the public policy research so as to provide solutions to the problems and anxieties of civil politics. In this cyber politics situation that is changing fast, the development of university think tank should deeply grasp the new normal of social and economic development and accurately proceed in line with the state governance and modernization. At the level of providing recommendations, making strategies, creating ideas and maintaining orders, university think tank should well fit in the system that will generate internal wisdom and knowledge to meet the demand of improving the people＇s livelihood in a large population country, reducing social risks and promoting collaborative innovation, and should serve as the presbyter who will not improve Chinese decision-making process, in particular in the field of policy analysis.
