精细化管理在麻醉药品和第一类精神药品使用终末环节中的应用

摘　　要：麻醉药品和第一类精神药品属于国家法律规定的特殊管理药品,具有明显的二重性,如果管理使用得当,可起到防病、治病作用;若管理使用不当,不仅危害人民的身心健康,而且危害社会,贻害无穷。我院通过与患者签署使用协议、批号追踪、定期随访、电话回访、采用押金制度等方式,掌握门诊和住院患者麻醉药品和第一类精神药品的使用情况,对剩余麻醉药品和第一类精神药品以及用后的空安瓿、废贴数量、批号加强监管,有效解决了医院对门诊和住院患者麻醉药品和第一类精神药品使用终末环节监管不到位的问题,使麻醉药品和精神药品精细化管理链条得以有效衔接,完善了麻醉药品和精神药品的使用全过程监管。Both narcotic drug and psychoactive drug in the first class belong to special management drugs stipulated by national laws with obvious duality.Appropriate management and usage of these drugs play roles in preventing and treating diseases,if used improperly,which can damage people′s physical and psychological health as well as endanger society in endless troubles.By ways of signing agreement with patient,tracing batch,follow-up visits at regular intervals,callback,and cash pledge on use in our hospital,the conditions of using narcotic drug and psychoactive drug in the first class for outpatients and inpatients could be grasped.Intensified monitoring on the rest narcotic drug and psychoactive drug in the first class,and empty ampoule,number and batches of used paste could effectively solve the problems of incomplete monitoring in terminal link of narcotic drug and psychoactive drug in the first class for outpatients and inpatients,which ensured the effective connections of delicacy management on narcotic and psychotropic drugs,and improved the overall supervision of applying narcotic and psychotropic drugs.
