周边伙伴关系网络与中国周边安全环境  

Partnership Networks and the Security Environment in China's Periphery

摘　　要：随着周边外交在中国外交战略布局中地位的上升,周边国家越来越多地被纳入中国的伙伴关系网络之中。从结构角度看,周边伙伴关系网络具有开放性、多元性和层次性等特点,与传统的联盟体系和朝贡体系等形成鲜明区隔;从进程角度看,周边伙伴关系网络的网络体系日趋完整,具体内涵不断丰富,战略合作显著提升,体现出其在传统安全领域越来越突出的战略意涵。通过自身的结构特点和运行机制,周边伙伴关系网络可以增强中国周边政策可信性、降低美国亚太战略有效性、提升重点安全议题可控性,从而有效促进对中国周边安全环境的塑造。在推进周边伙伴关系网络发展的过程中,中国应当更加重视对系统效应的预判、对网络层次的塑造以及对双边关系的评估,以使其更好地服务于中国外交的大局。As diplomacy vis-à-vis neighboring states increases in importance in terms of China's overall foreign policy strategy,neighboring states have been integrated into China's partnership networks to a much greater degree.At a structural level,such partnership networks are open,diverse,and layered,and are markedly different from traditional alliance systems or the Chinese tributary system.In terms of their development,neighboring state partnership networks are gradually becoming more sophisticated,addressing a greater range of areas, with strategic cooperation clearly increasing,implying greater relevance for traditional security.On the basis of their inherent structural characteristics and operating mechanisms, neighboring state partnership networks can strengthen the reliability of China's regional policies, weaken the effectiveness of America's Asia Pacific Strategy,and enhance capacity for managing critical security issues,thereby contributing to the shaping of China's peripheral security environment.As it advances the development of neighboring state partnership networks,China should place more importance on anticipating their system level effects,and on assessing their implications on layers of networks and on bilateral relationships.This will help ensure that networks can better serve the broader purposes of Chinese diplomacy.
