潮汕地区融入“海上丝路”战略的平台构建与路径分析

摘　　要：潮汕地区与"海上丝路"有着深厚的历史渊源,拥有丰富的海外华人华侨资源,在"海上丝路"建设中有重大的历史与人文优势,但也面临种种挑战。为此,应积极构建区域性的、制度化的交流机制与合作平台;全力建设好华侨经济文化合作试验区和闽粤经济合作区等区域合作平台。政府统筹,民间协同,依托港口、机场和高铁等基础设施构建互联互通平台,加强轻资产行业产品的贸易与服务,推动形成以产业园区为载体的合作机制;加强文化产业的合作,提升潮汕文化影响力;潮汕地区要将"海上丝路"建设纳入构建全方位开放战略中,加强与珠三角、泛珠区域和东盟三个层面的联动,提升合作绩效,发挥整体协同效应。Chaozhou area is the frontier of China＇s foreign economic and cultural exchanges. MaritimeSilk Road has deep historical links with Chaozhou, establishing a close economic cooperation and cultural co-operation in Southeast Asian countries. This paper argues that in current time, while facing new challenges,Chaozhou should be out to construct regional, systematic communication mechanism and cooperation platform.Various measures are to be taken such as priority to support the construction of ports, airports and high-speedrailway stations, and regional shipping hub and logistics center; to promote economic cooperation zone and oth-er platform construction; to strengthen maritime Silk Road national trade and service; to strengthen the interac-tion relations with the Pearl River Delta and Pan-Pearl River Delta area and ASEAN countries.
