摘 要:民主在实践过程中总是存在如何才算合理的问题,并且是个具体性、不确定性、风险性、高难度的问题。民主的合理性包括正当性与有效性两个基本维度,但其具体实践具有正当性与有效性,并不意味着它就是合理的;相反其正当性、有效性的分歧与追求,皆可能带来正当性问题或有效性问题,并且可能造成两者相互冲突,从而导致民主的合理性问题。毛泽东立足国家和人民无支配自由的共同理想,把无支配自由作为民主必须坚持和捍卫的根本要义,超越了民主的正当性与有效性的不足和争执,为坚持和拓展中国特色民主政治道路提供了理论与实践原理。In the practice process of democracy,there is always an issue of how to reach the rationality. In addition,it is also a specific,uncertain,risky and difficult thing. The rationality of democracy includes two basic dimension,the legitimacy and effectiveness.But it's concrete practice has legitimacy and effectiveness,which doesn't means that it is reasonable. On the contrary,legitimacy and effectiveness both brings problems while people are aiming at them or discovering divergences among them. In that case,among the two,the conflict is very likely to happen as well as result in negative influences on legitimacy of democracy. Based on the common non- domination ideal of nation and people,Mao Zedong regards freedom of non- domination as the democratic essential meaning which we need to uphold and defend,which surpasses the disadvantages and disputes of democratic legitimacy and effectiveness. Above all,it provides a theoretical and practical principle for insisting on and developing the road of democratic politics with Chinese characteristics.
