群众体育发展的困境与出路

摘　　要：群众体育是体育的基本范畴,也是体育事业的重要组成部分。我国群众体育经过多年的探索和发展,取得了一定成绩,积累了一定经验,然而,在面对巨量人口及其多元化的体育需求时,却始终没有找到行之有效的发展方式,从根本上摆脱群众体育工作的困境。在群众体育发展的理论与实践上,面临着理论困境、路径依赖困境和参与困境。解决这些问题,需要进一步明确政府职能,处理好群众体育发展中国家与社会的关系,构建以政府主导的基本公共体育服务体系和以社会主导的群众体育社会服务体系。Mass sports is a basic category and fundamental part of modern sports.China＇s mass sports has accumulated a fairly experience and approached a certain achievement after years of development and exploration.However,it does not find an effective way to deal with the enormous increase of population and to accommodate their various sport needs by which it can basically bail out the current mess.In China,the present mass sports has encountered many problems such as theoretic predicament,path-dependent dilemma and the citizenparticipation difficulties either in theory or in practice.To solve these problems,it is necessary to further clarify the functions of the government,to deal well with the relationship between the state and the society during the development process of mass sports,to build the government-leading basic public sports service system and the society-oriented mass sports social service system.
