Area Studies and the Further Development of China's IR Discipline:A New Orientation in “One Belt One Road” Era

摘  要:地区研究与国际关系学科一道是国际问题研究的两大基础组成部分,也是全球性大国地位和实力在知识领域的重要体现。历史上,一国地区研究的发展轨迹及其兴衰往往也是其大国地位起落的重要标志。与中国的国际关系学科在过去30年里取得的巨大成就相比,中国的地区研究发展明显滞后。加强地区研究既是新时期我国对外战略的需要,也是进一步发展国际关系学科的需要。"一带一路"倡议的提出和落实进一步暴露了其不足。本文认为,中国高等教育中外语教学与国际问题研究人才培养的严重脱节、专业研究机构与高等院校两只力量研究倾向的明显背离以及国家公派留学在资助派出人员的规划设计方面的失衡是造成这种滞后的主要原因,并建议以强化外语学习硬性要求、提供更多语种选择,扩大专业融合力度、允许个性化培养需求,加强与专业研究机构合作实现理论政策并重和适当调整公派留学项目结构四项举措深化地区国别研究以推动中国国际问题研究再上新台阶。Area studies is an important but still different component from IR studies in the field of international studies,which can be regarded as an obvious indicator of a country's comprehensive national power in its intellectual dimension. Historically, the rise and fall of a power's area studies always reflects its power status in the international society. China's IR studies has made great progress in the past three decades and observably narrowed the gap between US and China. Comparatively, the development of area studies in China lags behind that of IR studies,which also restricts the further rise of China's international studies. The implementation of "One Belt One Road" initiative also exposed this shortcoming. In this article, we considers that the current sepa- ration of language education and IR education, the separation of main education and research institutes, and the policy of government-sponsored oversea education are the three main reasons that contributed to the problem. Then we put forward four targeted proposals on developing a talent cultivate model that integrating area studies and IR discipline together.Conceivably,the competition in developing area studies among different universities will be the orientation and driving force of China's international studies in the years ahead.
