选煤厂项目建设中设备融资性租赁的探讨

摘　　要：通过分析指出了选煤厂融资租赁没有得到广泛应用的原因是由选煤厂设备台数多、估值困难,设备个性化强、可转让性差,以及需要专业的项目效益评估等三个特有的风险造成的。结合现行煤炭基建行业的实际情况,指出了要顺利开展选煤厂融资租赁活动,就应该由选煤专业工程设计咨询机构牵头,结合承租方(项目业主)、出租方(第三方机构)和供货方(设备拥有方)共同参与。在这一过程中四方均得到了利益,是一个多赢的设备租赁模式,值得推广应用。The paper analyzes reasons for the under-development of financing lease in coal preparation plant,which origin in the risks of evaluation difficulty due to large quantity of coal preparation equipment,poor transferability due to the strong individuality,and the requirement for professional project benefit evaluation. The paper points out that,combing with the situation of current coal infrastructure industry, to smoothly promote coal preparation plant financial leasing, coal professional engineering design consultancy should take the lead,and participate jointly with the lease（ project client）,lessor（ third-party institution） and supplier（ owners of equipment）. The equipment leasing mode is multi- win,during which,the four sides can achieve their own benefits.
