西藏耕地保护利用与社会经济发展问题研究

摘　　要：文章就社会经济发展与保护耕地之间关系开展相关内容的研究与分析,以西藏自治区为例,对全区的经济发展现状及耕地保护现状进行分析,详细分析二者之间的影响、相关系数、制约因素,重点对经济发展对耕地面积减少的影响、经济发展对耕地质量变化影响、耕地变化的社会经济驱动力以及耕地变化对粮食安全的影响等方面进行分析研究。对西藏自治区经济发展与耕地资源的需求进行研判,最后提出要加强土地流转最大量限制土地流失与提高利用率;保护土地资源不光靠限制城建用地等手段来实现;解决土壤侵蚀问题必须重在防与合理治;耕地保护要全面协调农业发展等西藏自治区经济发展与保护耕地问题的对策及措施。This paper studies the relationship between socio- economic development and farmland protection in Tibet. By means of studing the current situation in Tibet＇s economic devel- opment and farmland protection, and the mutual influence between of them, we found that eco- nomic development was the factors of cultivated land reduction and decline in the quality of culti- vated land. In view of this, we propose to strengthen the land transfer in order to limit soil ero- sion and improve utilization; introduct more extensive measures to protect cultivated land not just rely on limiting urban construction land policy; combine ＂defense＂ and ＂governance＂ to solve the problem of soil erosion; coordinate the relations between the agricultural development, the eco- nomic development, the protection of cultivated land.
