“新常态”下大图们江次区域合作新机制研究

摘　　要：中国经济"新常态"表现在经济增速、增长模式、结构调整、宏观调控等多个方面,特别是推动中国对外经贸关系的转型。新时期我国周边外交战略地位提升与"一带一路"战略的提出,为图们江次区域合作提供新的助推力。分析大图们江区域合作的开发模式,认为中俄朝边境地区一直是图们江区域合作开发的重点,由于内部缺乏规模市场支撑、外部大通道不畅通两大制约因素的存在,市场与政府均无法发挥推动区域一体化的应有作用;早期失败的开发模式险些葬送了图们江区域合作项目,近期以中国为主导的双边联合开发模式切实促进了图们江区域合作,但该模式应积极向多边与多国参与开发模式转变。在剖析国际经贸合作新趋势的基础上,提出大图们江次区域合作机制创新的具体举措。The features of China＇s economy ＂New Normal＂ can be summarized in economic growth rate,growth pattern, structure adjustment and macro polices. ＂New Normal＂ promoted the transformation of China＇s foreign trade relations. With the position of the China Peripheral Diplomacy strategic promoted and ＂One Belt and One Road＂ strategy referred, Tumen river regional cooperation was provided with new force. Analyzing the development mode of Tumen river regional cooperation,we found that the tri-border area was the focus of Tumen river region cooperation. Due to the lack of internal market scale support and external blocked channel, market and government can not promote the region integration. The early failure of the development mode nearly lost the Tumen river regional cooperation projects, the recent bilateral joint development model led by China effectively promoted regional cooperation, but this pattern should actively turn into multilateral and multinational participation development mode. By analyzing the new trend of international economic and trade cooperation,we suggested on the Tumen river sub-regional cooperation mechanism innovation.
