新常态下我国美丽乡村建设策略研究——基于世界遗产白川村的经验

摘　　要：美丽乡村建设是我国新常态背景下"自下而上"与"自上而下"相结合实现乡村复兴的重要手段。文章通过对国内美丽乡村建设过程中面临问题的分析,总结出目前在建设主体单一、人流与资金流断裂等方面所存在的问题;通过研究世界遗产日本白川村的保护与发展实践,提炼出白川村"真、味、宜、美"的美丽乡村建设经验;依据乡村的建设现状与发展潜力,构建了生态旅游型、历史文化型、乡村营销型等八种美丽乡村的发展模式,并提出多元主体参与、规范政府与市场等各方行为、规划先行并保障有效实施等治理路径方面的实施方法与保障措施。It is an important method of complying Bottom-up and Top-down to revitalize rural by carrying out Beautiful Village construction under the New Normal. The issue summarizes some problems by analyzing problems through the process of Beautiful Village construction, such as single construction body, the break of people flow and capital flow. By studying the protection and development practice of the world heritage Shirakawa, the issue refines the Shirakawa＇s experience： True, Taste, Livable, Beauty. According to the rural construction status and development potential, this issue constructs eight modes of Beautiful Village, such as ecotourism type, history and culture type, rural marketing type and so on, then puts forwards some practice methods and safeguards, including multiple participation, regulating the conduct of government and market, planning in advance and ensuring the effective implementation.
