Sino-European Cooperation on the Belt and Road Initiative:Drive,Dynamics,and Prospect

摘　　要：After China＇s President Xi Jinping visited Central Asia and Southeast Asia in 2013 and proposed jointly building the Silk Road Economic Belt and 21 st-Century Maritime Silk Road, the so-called One-Belt-One-Road initiative has become a dominant concept in China＇s diplomacy and foreign policy. Europe is the geographical end and an indispensable part of the Belt and Road. Without meaningful interplay with Europe, ＂Belt and Road Initiative＂ will be a dead end. On the other hand, Sino-European cooperation on Belt and Road Initiative will naturally have global ramifications. The initiative is emblematic of China＇s second wave of Reform and Opening-up. Conditions prompting it lie within alterations in global economic geography, the intemational order, and the role of nation-states, changes that have made room for Sino-European cooperation. The Belt and Road Initiative is an open-ended project as is Sino-European cooperation. While the future of Sino-European cooperation on the initiative depends on China＇s rise as a ＂market,＂ a ＂power＂ and a ＂civilization,＂ global trends as well as adjustments inside Europe and the dynamics of Sino-European relations will have impact. It is difficult to find a counterpart to the initiative for it is not a free trade zone, a sphere of influence, a kind of regional integration, or a standard version of inter-regionalism. It is a mixed product of dynamics inside China and in the broader world.The potential is large for China and Europe to further economic integration,the global order,and inter-civilizational exchanges through China's One Belt One Road.Four features emerge from Sino-European cooperation on it:China initiates planning for the cooperation,connectivity is the focus,strategic cooperation on international order is on the horizon,and cooperation is multi-speed,multi-dimensional and open-ended.Any discussion of the drive,dynamics,and prospect of such profound cooperation will need to take into account benefits to both Europe and China,as well as hurdles and the impact of global trends.
