摘 要:随着低碳经济的不断推进,中国火电行业发展面临的节能减排压力巨大。本文在采用SBM-Undesirable模型测算火电行业环境效率的基础上,分析了火电行业环境效率的影响因素。研究发现,考察期内火电行业环境效率呈现先升后降趋势和东高西低特征,煤炭价格对火电行业的环境效率具有显著负向影响,而电力价格对火电行业的环境效率具有显著正向影响,国有资产比重和标准煤耗对火电行业的环境效率具有显著负向影响,企业规模与火电行业的环境效率呈现显著U型关系。研究还发现,在短时间内环境规制对火电行业发展没有起到创新激励作用。本文研究表明,应当进一步理顺能源价格形成机制,继续加大火电行业产权改革力度,继续加强关停小火电力度,提高火电企业规模,进一步降低标准煤耗。With the low-carbon economy construction, China's thermal power industry is facing tremendous pressure on energy-save and emission-abate. The paper studies on environment efficiency and influence factors of China' s thermal power industry using SBM-Undesirable model. The paper finds that environmental efficiency presents the" first lift then decline" trends and" high-eastern low-west" feature. The paper finds that coal prices and environmental efficiency shows a significant negative correlation, but electricity prices and environmental efficiency shows a significant positive correlation. The proportion of state-owned assets and the standard coal consumption and environmental efficiency shows a significant negative correlation, but firm size and environmental efficiency shows a significant U-shaped correlation. Environmental regulation does not play a role in innovation incentives but reduce the efficiency of the thermal power industry to some extent in a short time. The paper means that it should further rationalize the electricity price formation mechanism, increase the thermal power industry reform of property rights, strengthen shut down small thermal power, and improve the scale, lower standard coal consumption.
