摘　　要：十八届三中全会以来,促进社会办中医的政策相继出台,逐渐形成了社会办中医的"热环境",但依然存在单体规模小、技术人才匮乏、不太注重市场声誉以及政策二律背反、医生道德失范、患者非理性就医等问题,以致各利益相关者存在显现或潜在风险。进一步完善中医政策、提高政策执行力、保障办中医的社会资本自由流动、推进中医药信息化、取缔非法医疗广告、严厉打击医闹等,是有效防范风险的必由之路。Since the Third Plenary Session of the 18 th CPC Central Committee,the policies promoting the social capital to hold Traditional Chinese Medicine（ TCM） have been introduced,and social capital held TCM come into being ＂ thermal environment ＂. But there are still problems such as small monomer scale,lack of technical personnel,not paying much attention to the reputation of the market,two laws contradiction of TCM policy,doctor＇s moral hazard,patients irrational medical treatment,etc. So there are apparent or potential risks of the stakeholders. There are routes to prevent risks effectively by further improving the public policy of Chinese medicine,improving the policy execution,implementation of policies,safeguarding the free flow of social capital in traditional Chinese Medicine,promoting the informatization of Traditional Chinese Medicine,Banning illegal medical advertisements,cracking down on medical trouble,etc.
