摘 要:开展配电自动化建设效果评价是推进配电自动化建设和配电网协调发展的重要环节。针对国内配电自动化建设效果评价体系欠缺这一现状,提出依据SMART准则开展配电自动化建设效果评价指标体系设计。考虑配电自动化项目的特征和内涵,依据经济实用、标准设计、差异区分、资源共享、同步建设等原则,从实用化水平、供电可靠性、协调性、经济社会效益等4个方面,构建了配电自动化建设效果评价指标体系和评价标准。另外,提出基于层次分析法、多级模糊综合评价和考虑全寿命周期成本的配电自动化经济社会效益评价方法。最后,通过浙江宁波供电公司配电自动化评价实例验证了提出的评价指标体系和评价方法是科学、客观、易操作的。It is important for promoting power distribution automation construction and its coordinated development with distribution network to evaluate distribution automation construction effects. Aiming at current research's deficiency of construction effects, the paper proposed index system design based on SMART criteria. According to characteristics and connotation of distribution automation project, based on economy and practicability, standard design, difference differentiation, resource sharing and synchronous construction, an index system of evaluating distribution automation construction effects was constructed from perspectives of practicability, reliability, coordination and economy. The paper also proposed analytic hierarchy process, multilevel fuzzy comprehensive evaluation method and social-economic evaluation method considering life cycle cost. Finally, example verification of distribution automation evaluation of Ningbo power supply company shows that the proposed evaluation index system and related method are scientific, objective and easy to operate.
