法治视角下高校学术委员会建设“三化”困境与反思——基于广东省高校的调查

摘　　要：学术权与行政权的合理界定和配置是高校学术委员会建设工作的一个核心问题。长期以来行政权占据了主导地位,高校普遍存在"行政化"的倾向。根据最近的一个调查,广东高校学术委员会运作中存在较为严重的行政化、部门化和边缘化的问题。"三化"现象的存在不利于学术委员会的健康发展,为此我们认为,应遵循法治原则,不断提高学术委员会地位,同时也对不同类型的学校区别对待,客观地看待"三化"现象,采取正确策略遵循渐进地解决相关问题。The reasonable definition and allocation of academic right and administrative power is a core problem in the construction of the academic committee of university. For a long time, the administrative power has been dominant, and there is a tendency of ＂administrative＂. According to a recent survey, there are more serious problems in the operation of the academic committee of the universities of Guangdong, including administrative departmentalization and marginalization. The existence of the three phenomena is not conducive to the healthy development of the academic committee. Therefore, we believe that we should follow the principle of the rule of law, continuously improve the status of the academic committee, meanwhile we should have different strategies for different types of school, and have objective view at the three phenomena and solve related problems with proper strategy.
