摘　　要：“十二五”期间,西藏经济社会取得了一个又一个发展的奇迹,尤其是农牧区,无论是经济总量还是农牧民人均水平,还是社会事业发展情况都得到了大幅度提高,西藏经济综合实力明显增强.“十三五”时期是西藏全面建成小康社会的决定性阶段,必须解放思想,开拓进取,主动适应新常态,加强基础设施建设力度,牢牢锁定贫困人口和贫困村镇,大力推进精准扶贫,促进经济社会持续健康发展和长治久安,确保到2020年与全国一道实现全面建成小康社会的宏伟目标.During the “ Twelfth Five-Year Plan”,Tibet ’ s economic and social miracle made one afteranother development, especially in agricultural and pastoral areas, whether it is total economic output percapita of farmers and herdsmen,or the development of social undertakings have been big amplitude increase,Tibet, s economy overall strength significantly enhanced. “ Tenth Five-Year Plan” period, Tibet isbuilding a moderately prosperous society in a decisive stage,we must emancipate the mind,forge ahead,and actively adapt to the new normal, strengthening infrastructure construction, firmly locked poor peopleand poor villages, and vigorously promote accurate poverty and promote sustained and healthy economicand social development and long-term stability,and to ensure that by 2020 ,the country completed acomprehensive well-off society grand goal.
