摘　　要：图书馆目前外文期刊采购面临着经费压力、资源结构、资源建设主动权以及所有权等问题,图书馆只有联盟做好资源使用评估、探索新的采购模式、做好宣传工作、引进开放获取资源、构建合作双赢机制才能破解所面临的困境。Library is faced with problems such as financial pressure, resource structure, resource construction initiative and ownership during the foreign e-journal acquisition. Only by the joint of the library to make a good using assessment, explore new purchasing pattern, carry out promotional activities, introduce open access resources, build a system of win-win cooperation, can library overcome the current dilemma.
