摘 要:采用DEA-Tobit两步法先对全国20个地区两个阶段的创新效率进行测算,并进行实证分析。研究结果表明,中国大部分地区航空制造业技术创新和管理创新效率低,主要体现在规模效率低、纯技术效率低,大多数地区航空制造企业在技术和管理创新上均有改善的空间;不同的创新模式下,企业规模、企业绩效和市场环境等因素对航空制造业创新效率产生不同的影响,教育对提升航空制造业的创新效率有积极作用,而政府应减少对企业创新活动的不必要干预。This essay divides aviation innovation into technological innovation and management innovation . By applying DEA‐Tobit two‐step method ,the essay calculates the innovation efficiency of 20 regions over two periods and conducts an empirical analysis on the influence factors .The research shows that most re‐gions in China are at a low efficiency standard in creation .Low technical efficiency mainly embodies in low scale efficiency w hile low efficiency in management innovation mostly results from low technical efficiency . T he technological innovation and management innovation of aviation industry in most regions have enough space for improvement .Under different innovation models ,enterprise scale ,enterprise performance ,and marketing environment have different effects on innovation efficiency of the aviation manufacturing indus‐try ;education plays a positive role in improving the innovation efficiency in aviation industry ;and the gov‐ernment is supposed to reduce unnecessary intervention in enterprise innovation activities .
