摘　　要："以家庭承包经营为基础、统分结合"的农村基本经营制度是在改革开放后,农村实践中不断探索、总结出来行之有效的,适合当时农村生产力发展的。曾释放出巨大的政策效率,激活了农业生产,推动了我国农村经济的发展。然而,随着时间的推移和综合形势的变化,基本经营制度所面临的主客观条件、环境已发生巨大变化,按照当时综合环境所设计的制度,在现实中所涌现出的一些问题也值得我们深思。对基本经营制度进行反思与探讨,寻找制度本身的不足和缺陷,以期对现行制度进行修复。The basic rural operation system is based on the household contract responsibility and combination of centralization and decentralization,The basic rural operation system,which has been explored continuously and developed effectively in the practice in the countryside. It is suitable for the development of rural productivity. t once released huge policy efficiency,activated the agricultural production and promoted the development of the rural economy in China. However,with the time going on and the change of the integrated situation,the subjective and objective conditions and surroundings of the basic management system have changed greatly. Some problems appearing in reality are also worth our deep thinking in accordance with the system designed by the integrated surrounding then. So we should reflect and further study the basic rural operation system,try to find out deficiency and defects of it in order to repair it properly.
