英国青年住房的路径变迁、政策支持及其启示

摘　　要：在全球金融危机和欧债危机的双重冲击下,英国青年群体的住房路径发生了明显的变化,呈现出购买自有住房年龄推后、租房和"回巢"青年比重增加等特点。英国青年住房路径的变迁有其深刻的经济、社会和政策原因。面对英国青年群体的多元化住房路径,英国政府出台了一系列青年住房支持政策,以减轻青年面临的住房压力。英国青年住房支持政策覆盖商品房市场、社会住房部门、私人住房租赁市场三大领域,为青年群体提供层层推进、相互衔接的综合性住房支持。中国可以借鉴英国青年住房支持政策的成功经验,制定符合中国国情的青年住房政策,让中国的青年人也能够住有所居。Affected by global financial crisis and European debt crisis,British young people＇ s housing pathway has been significantly changed,displaying characteristics such as delayed age of accessing home ownership,more renting and more ＂ boomerangers＂.Underlying the transformations,there are significant political,economic and social reasons. Facing the multiple housing pathways of young people,British government has released a series of policies in order to increase housing affordability for young people. The policies have covered housing market,social housing sector and also private rental sector,which offered a comprehensive support for housing needs of young people. In order to develop workable housing policy in China and help young people have a decent living place,it is necessary for Chinese government to learn some successful experiences from Britain＇s housing support policy for young people.
