摘　　要：促进中西部地区农业转移人口就近市民化,是中央提出"引导约1亿人在中西部地区就近城镇化"的根本目的,是"人的城镇化"本质的主要体现,是中西部地区加快城镇化进程的必然要求。加快推进中西部地区农业转移人口就近市民化既具有重要意义和一定的现实基础,也面临诸如产业基础薄弱、就业岗位不足、成本分担机制不健全、资金缺口巨大和城乡二元体制阻滞严重、公共服务均等化不足等一些亟待解决的困难。必须通过产业发展机制、成本分担机制、资金保障机制、社会治理体制等相关体制机制的创新,逐步形成一套有效的城乡一体化促进机制,化解当前存在的矛盾和问题,加快中西部地区农业转移人口就近市民化进程。The promotion of rural migrant workers＇ citizenization nearby is the fundamental purpose of ＂ guiding about 100 million people in the Midwest realizing urbanization nearby＂ put forward by Central Committee of CPC,it is the main embodiment of essence about ＂ people of urbanization＂ and the necessary requirement for the Midwest to accelerate the process of urbanization nearby. Accelerating citizenization nearby in the Midwest not only have important significance and certain realistic foundation,but also face some difficulties which need to be solved urgently such as weakness in industrial foundation,deficiency of the employment post,imperfect mechanism in cost sharing,the huge funding gap and the seriously blockness of urban-rural dualism. These problems must be mainly solved through the innovation of related system and mechanism such as industrial development mechanism,cost-sharing mechanism,fund guarantee mechanism and social management system,and gradually form an effective promotional mechanism of integration of urban and rural areas. Only through these ways can the conflicts be resolved and the process of citizenization nearby can be speeded up.
