论全面深化公安改革下的公安管理体制改革

摘　　要：公安管理体制改革在整个公安改革中具有基础性、统领性的作用。此次全面深化公安改革也把公安管理体制改革作为一项十分重要的改革内容。文章从公安管理体制改革之于全面深化公安改革的重要性研究入手,剖析了当前公安管理体制存在的问题,提出公安管理体制改革需要从明确公安机关事权职责范围、健全新型警察人事管理机制、建立扁平化警务指挥机制、完善警察执法监督考核机制四个方面展开。Reform of public security administration system plays a fundamental and leading role in the whole reform of public security and is also regarded as a very important reform content in this reform of public security. The paper started from the importance of reform of public security administration system to deepening the reform of public security comprehensively,analyzed the problems in the present public security administration system and pointed that reform of public security administration system should be carried out from4 aspects of clearing the power and duty scope of public security organs,perfecting new police personnel management mechanism,building flattening policing command mechanism and improving supervision and evaluation mechanism for police＇s law enforcement.
