企业参与灾害人口迁移安置的行为表现

摘　　要：自然灾害频发,迫使大量农村人口向异地迁移,灾害导致的移民问题突出。灾害农村人口的迁移安置是一项系统工程,政府往往受到知识、资源和技术的限制而无法承揽全部的工作。作为资源高效配置的主体,企业理应成为政府最佳的合作者。政府应从引导企业履行社会责任,构建利益诱导机制,鼓励移民兴办微型企业,以创业带动就业,引导企业积极参与就业、技能培训,支持企业参与土地流转的经营等六个层面进行制度创新,构建政企互动协作的机制。The frequent occurrence of natural disasters compelled the extensive migration of rural population into alien places; therefore, problems related to migration caused by disasters appear to be prominent. The emplacement of disaster-stricken rural population is a systematic project, and the government often fails to take over all the work concerned due to their limits of knowledge, resources and technologies. As the subject of efficient allocation, enterprises ought to become the best cooperator of the government. And the government ought to execute system innovation and construct an interactive and cooperative system between itself and the enterprises from the five aspects below： guiding the enterprise to fulfill social responsibilities, constructing profit-provoking mechanism; encoraging the immigrants to initiate miniature enterprises; creating more employment opportunities through starting new business and guide the enterprise to actively take part in trainings regarding employment and skills; supporting enterprises to participate in land cirdulation.
