产业聚集与新型城镇化的耦合机制分析

摘　　要：产业聚集是新型城镇化发展的重要载体,城镇化带来的要素资源集聚效应又为产业聚集创造了便利条件,两者相互影响、相互促进。从稳定居民就业、改善城市环境、合理城市布局、提升经济实力四个方面分析了产业聚集对新型城镇化的影响,从提供劳动力、完善基础设施、扩大内需、统筹生产要素四个方面分析了新型城镇化对产业聚集的影响,并在此基础上设计了产业聚集与新型城镇化的耦合互动机制。设计了产业聚集与新型城镇化耦合互动途径,包括加强政府政策性引导、建立合理的事前规划制度、完善投入保障机制、促进企业分工与合作、加强企业创新、加快培育特色产业、着力培育专业市场等七个方面。Industrial agglomeration was an important carrier of the development of urbanization. The agglomeration effect of resources, which caused by urbanization, created lots of convenient conditions for industrial agglomeration. They were mutual influenced and promoted. This paper at- tempted to promote the development of both by analyzing the coupling mechanism between industrial agglomeration and new urbanization. This paper analyzed the influence of industrial agglomeration on new urbanization from four aspects, including the stable of residents employment, the improving of city environment, reasonable the city layout and enhanced the economic strength. It also analyzed the influence of new urbanization on industrial ag- glomeration from four aspects, including the labor providing,building infrastructures, expanding the domestic demands, and the arrangement of produc- tion factors. Then, this paper designed the coupling interaction mechanism between industrial clusters and the new urbanization. Finally, this paper de- signed the solutions of the development between industrial agglomeration and new urbanization, including strengthened government policy guidance, es- tablished the planning mechanism, advanced the investment protection mechanism, promoted the division and cooperation among enterprises, strength- ened enterprise innovation, speeded up cultivating characteristic industry, focused on cultivating professional market and so on.
