丰满水电站重建工程施工期洪水调度及供水保障方案研究

摘　　要：丰满水电站重建工程施工期仍由原丰满大坝承担挡水、泄洪任务,并兼作上游围堰。丰满水库的防洪、供水任务不能因为重建工程施工而改变,期间丰满三期水电站独立运行改造后承担发电和保下游供水任务。为了更好地解决重建工程施工期间防洪供水矛盾,在确保原工程承担的防洪、供水及发电等社会责任的同时,为重建工程提供可靠的施工条件是本洪水调度及供水调度保障方案研究的目的,其研究成果可作为重建工程施工期间水库调度运用的依据。本文结合梯级水电站特点和重建工程施工期防洪和供水任务、临时建筑物施工度汛及极端工况等约束条件,研究提出了相关方案,其研究思路综合考虑的各方面因素可供类似工程借鉴参考。During the construction period of Fengman Hydropower Station Reconstruction Project, the original dam, which is al- so taken as the upstream cofferdam, takes the tasks of water retaining and flood discharge yet. The tasks of flood control and wa- ter supply of Fengman Reservoir can not be changed due to the reconstruction project, and then the Phase III of Fengman Hydro- power Station takes the tasks of power generation and downstream water supply guarantee after its independant operation. In order to solve the contradiction between flood control and water supply during the construction period of the reconstruction, the objec- tive of the study on flood dispatching and water supply guarantee scheme is that provides a reliable construction condition for the reconstruction project, while ensuring the social responsibilities of flood control, water supply and power generation taken by the original project. From which the study achievement can be taken as the basis of the control of the reservoir operation during the reconstruction. Combined with the characterisites of the cascade hydropower station and the tasks of flood control and water supply during the construction period of the reconstruction project as well as the constraint conditions of the constructions of temporary structures during flood season, extreme construction conditions, etc. , the relevant schemes are proposed from the study, all the factors comprehensively considered with the study approach can provide some references for the similar project concerned.
