摘 要:本文在总结环境绩效评估实践和相关理论的基础上,以广州市作为研究对象,构建环境绩效评估指标体系,确定了评估方法、数据标准化方法、指标赋权方法,对广州市环境绩效进行评估,评估结果以环境绩效指数表示。环境绩效评估划分为污染排放总量、资源消耗、污染控制、生态环境优化四个方面,包含13项指标。结果表明,广州市的历史绩效为83.0分,目标绩效为89.3分,综合环境绩效为86.2分,与理想绩效仍有一定差距。基于环境绩效计算结果,从人口、经济、资源、环境四个方面构建系统动力学模型,运用系统动力学的理论分析出影响环境绩效的相关因素,为环境绩效的改善提供方向性的对策建议。This study summarized the application practices and theoretical basis of environmental performance evaluation. The city of Guangzhou was selected asthe research object to show the process of building the environmental performance evaluation system. The results of Guangzhou environmental performance assessments was expressed as Environmental Performance Index (EPI), which included 13 indicators, representing the four aspects of total emissions, resource consumption, pollution control, environmental optimization. The results showed that the historical performance of Guangzhou was 83.0 points, goal achievement was 89. 3 points, overall environmental performance was 86. 2 points, and there was still a gap to the ideal performance. A system dynamics model covering three subsystems of population, economy, resources and environment was built to find the relevant factors affecting the environmental performance. It was found that the adjustment of industrial structure, pollutant emissions control, scientific and technological progress, energy consumption save were the solutions to improve environmental performance of Guangzhou city.
