摘　　要：[目的/意义]针对网络信息安全问题,提出建立基于网络主权的国家竞争情报机制,强化国家主权保障,拟为战略决策部门提供参考。[方法/过程]结合网络时代到来的现实背景,运用理论推演的方法,阐述了基于网络主权的国家竞争情报的理论内涵,分析了基于网络主权的国家竞争情报产生的动因,探讨了基于网络主权的国家竞争情报形成机理,总结了我国国家竞争情报中网络主权建设现状。[结果/结论]在国家竞争情报中加强网络主权的建设是信息时代国家安全的需要,基于网络主权的国家竞争情报是大数据时代国际竞争与信息技术相结合的产物,中国国家竞争情报中的网络主权建设值得推广与借鉴。[Purpose/Significance] In view of the network information security, in order to strengthen the national sovereignty, the paper proposes establishing national competitive intelligence system based on the network sovereignty. The results can provide reference for na-tional strategic decision department. [ Method/Process] Based on the reality of the network era, the paper expounds the theoretical conno-tation of the national competitive intelligence based on the network sovereignty, analyzes the reasons for the construction of the national competitive intelligence based on the network sovereignty, summarizes the construction of national competitive intelligence based on the network sovereignty, and discusses the formation mechanism of national competitive intelligence based on the network sovereignty. [ Re-sult/Conclusion] The paper concludes that network sovereignty has become the most urgent task in the construction of China＆#39;s national competitive intelligence;establishing network sovereignty in national competitive intelligence is necessary for national security;the national competitive intelligence based on the network sovereignty is the product of combining international competition and information technology in the big data era;and China＆#39;s experience is of great reference value.
