知识产权保护与创新型省份建设——以陕西省为例

摘　　要：[目的/意义]2013年12月30日,国家科技部正式批复支持陕西省开展创新型省份建设试点工作,陕西省成为继江苏、安徽后的全国第三家创新型试点省份。作为西部地区科技创新的引领型省份,陕西省应根据省内知识产权发展现状,认清问题,努力探索具有区域特色、符合时代要求的知识产权强省建设之路,为国家推进创新型省份建设工作与知识产权保护工作提供参考。[方法/过程]结合陕西省贯彻国家知识产权战略行动计划建设创新型省份知识产权工作方案要求,从知识产权的数量和质量、知识产权融资金额、知识产权执法和司法保护三个方面的实践数据入手,对比分析陕西省知识产权保护现状。[结果/结论]陕西省创新型省份建设需要知识产权保护,但是,现有的知识产权保护水平不仅不适应陕西省科技创新的实践需求,而且已经直接影响到科技创新发展,因此需要推进知识产权战略实施、促进知识产权支撑下的创新型省份建设,通过多方面的改革推进陕西省知识产权保护体系的建立。[Purpose/Significance] Technological innovation is the impetus behind economic development, and the intellectual property protection system plays a significant role in the technological innovation. [ Method/Process] This study applied relevant theoretical and da-ta analysis on the status quo and potential development of intellectual property protection in Shaanxi province under the national intellectual property strategy. [ Result/Conclusion] The study draws a conclusion that for the development of regional technology innovation systems and implementation of Shaanxi Province, the local government should have a clear knowledge of its present situation and challenges, and try its best in enhancing its intellectual property protection system.
