摘　　要：[目的/意义]科学仪器资源是人类社会进步的宝贵资源,提升科学仪器设备共享和利用水平对我国科技创新工作的顺利开展具有重要意义。[方法/过程]在对我国当前科学仪器设备共享和利用调查的基础上,运用科学调研、统计分析和要素识别等方法分析了仪器设备资源利用效率的动态演化过程,并据此识别了不同类型的环境要素对科学仪器资源利用的不同方面与环节发挥不同作用。[结果/结论]以此为基础,从创新驱动的角度,提出了政策与体制环境、规划与配置以及服务方式与模式等多个子环境或维度,并据此从宏观、中观和微观的角度提出了加强科学仪器设备利用效率的政策建议,为实现我国科研仪器设备资源高效利用与创新支撑作用提供借鉴参考。[Purpose/Significance] Research instrument and equipment is the valuable resource for the progress of human society. Pro-moting the sharing and using level of research instrument and equipment has important significance for smoothly carrying out the work of science and technology. [ Method/Process] In this passage, we summarized the sharing and using status for China＇ s scientific instruments and equipment based on questionnaire data and analyzed the dynamic evolution of equipment resource utilization efficiency using scientific research, statistical analysis and feature recognition method, which could identify different types of environmental factors and roles for as-pects of scientific instrument resources utilization. [ Result/Conclusion] On this basis, we proposed an evaluation framework which in-cluded policy and institutional environment, planning and allocation, and service and other models with multiple sub-mode environment or dimensions. At last, we explored some existing problems under three dimensions：macro perspective, meso perspective and micro perspec-tive. Some concrete suggestions from three respects that included environmental construction, technical support and qualified personnel for service were put forward to provide reference for the high level efficient use of scientific instruments and equipment in the area of science.
